Time Alerts - Actual Time Invested vs Estimated

I am a graphic designer and I would like to set up an alarm or notification, that could either be sent an email or in the to-do list, to let me know if a project time invested, is about to go over the estimated time approved by the client.

Is there a way to set up an alert/color code/programed email, aside from the notifications that currently show in the left hand column.  I find these simply get easily ignored and just accumulate.
