What is the default source for the Report field “Report To Contact”?

I'm getting mixed results with the default “Report to Contact” selection when generating reports. When I assign a client contact to a project, that contact doesn't always default when I go to generate a report. It seems to randomly choose another (Client Associated) contact, instead of the (Project Assigned) contact. Shouldn't reports default to (Project Assigned) contacts?
