Summary tab in a Project - Progress Calculation

What is the basis for the Progress calculation in a project's Summary tab?

Nothing shows there until percentage complete entries are made under the Planning tab. If an entry is made for a single item in the Planning window, the Progress area in the Summary window logically shows the same % complete as entered for the item in Planning.

If % complete is entered for more than one item, the Progress % in the Summary window changes, but not by an amount that seems numerically related to the entries in the Planning window. It neither matches the entered items, nor is it the average of the entered items. It also doesn't appear to relate to the Estimated vs Actual numbers.
