Set default tax rate for client

I'd love to be able to set a default tax rate for each client, so that regardless of the work category or rate, the same type of tax is charged.

  We're going to be adding this for 13.1. Basically we'll add the ability to assign default tax types to the client that will then be applied to projects when they are first created for that client.
